SEGUIN, Texas – Governor Greg Abbott has appointed Emanuel Valdez to the Guadalupe-Blanco River Authority (GBRA) Board of Directors for a term set to expire on February 1, 2023. Governor Abbott announced Valdez’s appointment on Saturday, August 7.
“On behalf of the board, we welcome Director Emanuel Valdez to our dedicated team of community leaders,” said GBRA Board Chairman Dennis Patillo. “Director Valdez adds to the expertise and energy of our board, helping ensure we continue to meet the needs of our growing community and economy, while protecting and conserving our watershed and ecosystem.”
Valdez, of New Braunfels, is a Software Consulting Manager with BMC Software, INC. and an active volunteer with the Vintage Oaks Veterans Organization. Valdez honorably retired from the United States Army Reserves after thirty years of service as a Command Sergeant Major. He holds a certification in System Programming from International Business Machines.
Valdez will represent Comal County on the GBRA Board of Directors, filling the seat left vacant by Robert “Rusty” Brockman following his election as Mayor of New Braunfels.
GBRA is governed by a board of nine directors appointed by the Governor and subject to confirmation by the Texas Senate. Each director serves a six-year term, with three directors appointed or reappointed every two years. Prior to each regular monthly meeting, board committees meet to recommend and review policies, programs and actions for consideration. The General Manager and staff conduct management and administrative duties in accordance with policies established by the board.

The Guadalupe-Blanco River Authority was established by the Texas Legislature in 1933 as a water conservation and reclamation district. GBRA provides stewardship for the water resources in its 10-county statutory district which begins near the headwaters of the Guadalupe and Blanco rivers, ends at San Antonio Bay, and includes Kendall, Comal, Hays, Caldwell, Guadalupe, Gonzales, DeWitt, Victoria, Calhoun and Refugio counties.
