GBRA provides wholesale and retail treated water to utilities throughout the Guadalupe River Basin. We own or operate five water treatment plants with a total capacity of 57 million gallons per day (MGD). Additionally, we oversee operations of three water delivery systems and 212 miles of water main lines.
Western Canyon Water Treatment Plant
The Western Canyon Water Treatment Plant began delivering treated water to customers on April 3, 2006. The plant uses water from Canyon Reservoir to provide a firm supply of treated drinking water to area communities and water systems. Many of the plant’s wholesale customers also supplement surface water supplies with groundwater. The complete facility has a raw water intake at Comal Park on Canyon Lake, a 10MGD micro-filtration water treatment plant at Startz Hill, two booster pump stations, and approximately 45 miles of raw and treated water pipelines.
Retail Water Customers
The Western Canyon Division provides service to about 1600+ retail customers in three communities: Comal Trace, Cordillera Ranch, and Johnson Ranch. This is the only GBRA division that provides retail services.

Luling Water Treatment Plant
The GBRA Luling Water Treatment Plant is located on the San Marcos river and capable of diverting up to 4,572 acre-feet of water annually. The plant provides a reliable source of treated water to the City of Luling and to the City of Lockhart.

San Marcos Treatment Plant
This plant operates and manages the City of San Marcos’ water treatment plant. Raw water from Canyon Reservoir is pumped from Lake Dunlap through a 24-mile pipeline, treated to meet state and federal drinking standards, then delivered to households. Many of the plant’s customers have additional water supplies beyond this source.

City of Lockhart Water Treatment Plant
This plant has been operated by GBRA since October 1, 2000, after selection by the City of Lockhart to serve as contract operator. GBRA employees operate the plant and the city’s well system. The plant’s water source is the Carrizo Aquifer. The plant is designed to treat high concentrations of iron that are characteristic of Carrizo groundwater.

Carrizo Water Treatment Plant
The Carrizo Water Treatment Plant is anticipated to begin delivering treated water to customers in the Summer of 2024. The project is a partnership of Alliance Regional Water Authority (ARWA) and GBRA to serve customers in the I-35 corridor between Austin and San Antonio and will serve as a new source of supply for these customers. Raw water is supplied to the plant from separate ARWA and GBRA Carrizo well fields and then a common transmission system will be utilized to deliver the treated water to the customer’s water systems.
The water treatment plant consists of four ARWA wells and seven GBRA wells, a 19.5 MGD gravity sand filtration water treatment plant in Delhi, TX and a high service pump station. All facilities are planned for future expansion as the customers water demands increase through time. The transmission system consists of 85 miles of treated water pipelines, two booster pump stations and two elevated storage tanks. GBRA is responsible for the operations and maintenance of the entire system.
