GBRA provides wastewater treatment services to utilities throughout the Guadalupe River Basin. We own or operate 13 water treatment plants with a total capacity of 9 million gallons per day (MGD) and counting as projects expand. Additionally, we oversee operations of 1 collection system.
Lockhart Wastewater Reclamation Division
This division operates two wastewater treatment plants for the City of Lockhart: Larremore Street Plant and FM 20. GBRA has been operating both plants since 1999. The capacity of the Larremore Street Plant is 1.1 MGD and the capacity of the FM 20 Plant is 1.5 MGD. The F.M. 20 Plant is an approved site for acceptance and treatment of septic tank waste.
An on-site laboratory conducts daily testing to ensure treated effluent meets all state and federal guidelines. Furthermore, “biomonitoring” tests are performed on two aquatic species – a microscopic crustacean and the Fathead minnow – to ensure that water discharged into the Guadalupe River is its highest quality for aquatic life and the environment.

Hays Wastewater Reclamation Division
The Hays Wastewater Reclamation Division provides vital wastewater collection and treatment services to residents of Hays County. This division operates three wastewater treatment plants: Buda Wastewater Treatment Plant (WWTP), Sunfield WWTP, and Shadow Creek WWTP.
Buda WWTP – In 2001, the City of Buda contracted with GBRA to operate the plant. This plant was expanded in 2007, 2012, and 2021. The plant is located in the environmentally sensitive Onion Creek watershed. Treatment includes a complete mix, activated sludge system that utilizes four clarifiers to remove biosolids and phosphorous. Type 1 reuse water produced by the plant is used by the City of Buda for irrigation of parks and city property. An on-site lab performs advanced monitoring and testing procedures to ensure the plant is meeting all standards.
Sunfield WWTP – This plant is owned and operated by GBRA. It is currently under expansion to increase capacity to 4 MGD. The system serves the Sunfield subdivision.
Shadow Creek WWTP – GBRA operates this plant for the North Hays County Municipal Utility District #1. The system serves Shadow Creek and South Grove subdivisions.
