The Guadalupe River Authority was created by the Texas Legislature in 1933 as a water conservation and reclamation district and a public corporation. In 1935 it was reauthorized by the Legislature as the Guadalupe-Blanco River Authority. GBRA's principal functions are to control, store, preserve, and distribute the waters of the Guadalupe River Basin for all useful purposes within the ten county district that GBRA serves. GBRA does not have the power of taxation and relies upon user fees to provide these services. These services include the sale of raw and treated water, water and wastewater treatment, hydroelectric power, recreation, and water quality. GBRA's financial statements consist of one enterprise fund.
